Partner Operator (POP) Scheme & Revised Fees (Effective January 2026)
Tzu Chi Great Love Preschool at Yishun and Toa Payoh are appointed under the ECDA Partner Operator Scheme (POP), ensuring fees are capped for affordability for Singapore Citizen children. The POP Scheme will run from 1 January 2026 until 31 December 2030.

Subsidies
Government Preschool Subsidies for Singapore Citizens
Singapore Citizen children enrolled in full-day infant care or childcare programmes are eligible for government subsidies.
Basic Subsidy
All Singapore Citizen children attending an ECDA-licensed centre are eligible for this subsidy, deducted directly from the monthly school fees.

Additional Subsidy
This higher subsidy amount is available to eligible Singapore Citizen children in addition to the Basic Subsidy.
- The main applicant (mother or single father) must be working at the time of application; AND
- The household meets one of the following income criteria:
- Gross Monthly Household Income (HHI) is $12,000 or below, OR
- Per Capita Income (PCI) is $3,000 or below for larger households (5 or more related family members living at the same address).
